Cllr. Arthur T. Johnson  is a Liberian from Lofa County who presently resides in Monrovia, Liberia. He is a graduate from the Louis Arthur Grimes School of  Law, University of Liberia with an LLB Degree and a member of the Honourable Supreme Court Bar of Liberia .

 

Cllr.  Johnson is a distinguish Professor and Dean of the Criminal Justice College of Law Enforcement and Criminal Justice Administration, A.M.E. Zion University who is also engaged in the active practice of law in the Liberian legal system before Courts not of Records(limited Records), Circuit Courts  and  the Honourable Supreme Court of Liberia. He is also a member of the European Criminal Bar Association(ECBA), International bar Association(IBA) and an Associate Member of the International War Crime Court Bar Association.

 

As a lawyer, Cllr. Johnson is engaged in the practice of Law in the following areas: Criminal Law, Constitutional Law, Decedent Estate and Trusts Law, Property Law, Domestic Relations Law, Tax Law, Contracts/Commercial Law, and Corporations.

 

He had served in various capacities both in government and private sectors some of which include Deputy Director for Administration of the National Bureau of Investigation (NBI), Security Consultant/Chief of Security for the Liberia Truth and Reconciliation Commission(TRC), Pillar Technical Adviser/Consultant for the Governance and Rule of Law Pillar, Poverty Reduction Strategy/LRDC/UNDP-Liberia, Public Defender for Montserrado County, Supreme Court of Liberia,  Judicial Branch of Government, National Consultant for the Alternative Dispute Resolution(ADR) Program with the Ministry of Justice of Liberia –World Bank Sponsored Project,  and presently a Co-founder and Managing Partner of the Sesay , Johnson, and Associates Law Chambers in Monrovia.

 

Cllr. Johnson  had served in many high profile cases in the Liberian Justice System and presently a Special Prosecutor in the Global Witness Case involving prominent Liberian figures now in Court for trial( Republic of Liberia versus Varney Sherman, Alex Tyler, Moriss Saytuma  , Republic of Liberia (LACC) Versus Matilda Parker and Christina Palay,  and other adjudicated cases to include LACC Versus Siaka Toure, Republic of Liberia versus Musa Bility, Republic of Liberia verus Gansee Winnn(Murder trial), Republic of Liberia Versus Nezee Barway (Mercenarism trial),Eric Nagbe verus Administration of Ministry of Finance ( libel trial), to name just few cases.

Cllr. Edwin G. Barquoi is a veteran criminal investigator with attractive credentials in law enforcement for more than 30 years. He had served as an auditor and investigator at the General Auditing Commission as an investigator and subsequently served as a Senior Prosecutor for the Government of Liberia with the Ministry of Justice, Republic of Liberia . Since his retirement, he had joined the Consortium of Legal Practitioners Incorporated as a senior Legal Consultant engaged in the active practice of law in both Civil and criminal litigations. Presently he is a member of the Honourable Supreme Court Bar of the Republic of Liberia .

 

 

 

Cllr. Aagon F. Tingba, Jr. – Senior Legal Consultant

Atty. Aagon F. Tingba, Jr., is a practicing courtroom lawyer and member of the Liberian National Bar Association, LNBA. Atty. Aagon F. Tingba, Jr., represents clients in criminal and civil litigation and other legal proceedings, draw up legal documents, and or manages or advises clients on legal transactions.

A call from former Liberian President Ellen Johnson Sirleaf (2006-2018) led Atty. Aagon F. Tingba, Jr.; into a position that had him overseeing the welfare of two million Liberians as Deputy Minister for Administration at the Ministry of Education in Liberia. Aagon returned home in 2007 following graduate studies in the United States. While in the U.S., Atty. Tingba worked as Accountant and Financial Analyst at many U.S. based Companies including E.I. DuPont De Nemoirs & Company, Arkema, Inc. and 1848 Investment Advisors. In 2007, following his graduation from the Masters of Public Administration (MPA) program at the Villanova University in Pennsylvania, USA, Aagon took a position with the Liberia Petroleum Refining Company (LPRC) after being actively recruited as Assistant Comptroller / Chief Accountant, where he served from 2007-2009. Following the LPRC, he worked with the World Bank sponsored Public Financial Management Training Program as the Director from 2009-2015. The Program offered MBAs and Post Graduate Diploma in Public Procurement Management to young Liberians awarded by the University of Liberia. The goal was to strengthen the nation’s development after it was slowed by civil war. In this position, Aagon graduated over 300 young Liberians and placed them into key government ministries and agencies as Public Financial Management Expert and Procurement Specialists. He was then appointed as Deputy Minister for Administration at the Ministry of Education by former Liberian President, Ellen Johnson-Sirleaf. As Deputy Minister for Administration at the Ministry of Education (2015-2018), Aagon was a part of the cabinet of former Liberian president Ellen Johnson Sirleaf and was responsible for implementing the Ministry of Education’s budget and managing donor funds and cleaning the payroll of ghost names and unqualified teachers. The Ministry oversees education from early childhood to primary and secondary education, as well as technical, vocational and tertiary education. He also managed and directed donor support to the Ministry.

Aagon holds an MBA degree from the St. Joseph’s University in Philadelphia and a Master of Public Administration, MPA from Villanova University. Both schools are in the United States. He holds a degree in general law from the Louis Arthur Grimes School of Laws at the University of Liberia. His Undergraduate, B.Sc.; and Associate degree, A.A. are in Accounting and from the African Methodist Episcopal (AME) Zion University in Monrovia, Liberia. He is currently a candidate for the degree of Doctor of Philosophy, P.hD., from Walden University, with expected completion in July 2023. A Lawyer, an accountant, a financial expert and a public administrator with over 17 years of professional experiences, Aagon enjoys courtroom law practice and teaching. He currently serves as a part-time lecturer to graduate and undergraduate students in finance, accounting and public administration at the University of Liberia; a post he had held since 2008. Aagon has educated and trained over 5,000 graduate and undergraduates students across Liberia since 2008. He is married with five children. His wife is also a Doctoral candidate at the St. Joseph’s University in Philadelphia while his elder daughter is a graduate of Temple University, She just made him a happy grandfather. His grandson is now one year old.

 

 

Atty . Patrick Nyuma

Atty. Nyuma has experience in National Security as an Investigator at the National Bureau of Investigation and also served in leadership with the National Port Authority as Chief of Intelligence. He had served as Chief of Security for the Liberia Electricity Corporation. He is a lawyer active in the area of criminal law , contracts, and criminal justice administration.

Atty. Barkum served as Legal Consultant for the Paynesville City Corporation and presently an active lawyer of this firm in the practice of law in the areas of labour law, property, contracts, commercial law, corporation, and constitutional law.

 

Atty. T. Boye Sumo

Boye Theophilus Sumo is a practicing attorney a part qualified ACCA and a CPA candidate, with more than fifteen year of solid experience working in the Accounting, Budgeting, Finance and Development profession. He is a Fiscal Policy and Public Financial Management expert. 

 

He has solid knowledge of corporate management gained from business policy establishment through graduate and executive education school course work. He holds an MBA in Finance, Executive Education in Fiscal Policy and Public Financial Management from Duke and USAID Universities.
